			<description>&lt;p&gt;The ISJO has a second core function of collaboration with the following objectives:&lt;/p&gt;
&lt;h4&gt;To interact strongly with other spheres of government and other regional groupings.&lt;/h4&gt;
&lt;p&gt;and&lt;/p&gt;
&lt;h4&gt;To provide for the exchange and recognition of information and ideas amongst member Councils and other agencies.&lt;/h4&gt;
&lt;ul&gt;&lt;li&gt; 
&lt;ul&gt;&lt;li&gt;Collaborate with partners to develop a framework to support regional economic growth.&lt;/li&gt;
&lt;li&gt;Partner with NSW and Australian Government, and other organisations, to develop a Youth Education and Employment Strategy.&lt;/li&gt;
&lt;li&gt;Work with Transport NSW and other partners to deliver the Illawarra Regional Transport Strategy.&lt;/li&gt;
&lt;li&gt;Work with relevant partners to plan for and deliver improved telecommunications infrastructure.&lt;/li&gt;
&lt;/ul&gt;&lt;ul&gt;&lt;li&gt;Share information to increase understanding of regional land use planning challenges, opportunities and responses.&lt;/li&gt;
&lt;li&gt;Work with the OLG and other pilot JOs to help develop the legislative model for JOs.&lt;/li&gt;
&lt;li&gt;Reach a common understanding between the Councils of what the enhancing regional strategic capacity function means for the ISJO, as well as opportunities and priorities.&lt;/li&gt;
&lt;li&gt;Reach a common understanding between Councils of opportunities and priorities for the ISJO in the regional service delivery function.&lt;/li&gt;
&lt;/ul&gt;&lt;ul&gt;&lt;p&gt; &lt;/p&gt;
&lt;/ul&gt;&lt;/li&gt;
&lt;p&gt;It has identified a number of key partners, including State and Federal MPs and MLCs and Senators, key state government agencies, and other regional organisations. 			<title>Updated: Southern NSW Marine Tourism Strategy </title>

			<description>&lt;p&gt;The Illawarra Shoalhaven Joint Organisation has partnered with NSW Department of Premier and Cabinet, Eurobodalla Shire and Bega Valley Shire Councils, the NSW Department of Industry – Lands and Water Division and Department of Planning and Environment to develop the Southern NSW Marine Tourism Strategy. The development of the Strategy is a priority action in both the&lt;a href=&quot;http://www.planning.nsw.gov.au/Plans-for-your-area/Regional-Plans/Illawarra-Shoalhaven&quot; target=&quot;_blank&quot;&gt; Illawarra Shoalhaven Regional Plan&lt;/a&gt; and South East and Tablelands Regional Plan.&lt;/p&gt;
&lt;p&gt;The aim of the project is to help facilitate future jobs growth and increased economic activity in the marine tourism sector by providing a blueprint for how the three levels of government can work with industry to market and develop marine tourism opportunities and assets across the region.&lt;/p&gt;

&lt;/ul&gt;&lt;p&gt;For this project, Southern NSW is defined as the following six coastal LGAs: Bega, Eurobodalla, Kiama, Shellharbour, Shoalhaven and Wollongong. The Strategy is expected to be completed by June 2018.&lt;/p&gt;</description>

			<title>Updated: Illawarra Youth Employment Strategy (YES)</title>

			<description>&lt;p&gt;Following a tender process the IPJO and Department of Premier &amp;amp; Cabinet (DPC) engaged the University of Technology Institute for Public Policy and Governance (UTS:IPPG) to develop a Youth Employment Strategy (YES) for the Illawarra Shoalhaven region.&lt;/p&gt;
&lt;p&gt;Work by the UTS on development of the Youth Employment Strategy has been completed with the production and launch of the YES on 22 July 2016. &lt;/p&gt;
&lt;p&gt;In addition UTS provided an Implementation and Performance Report with recommendations for further consideration after implementation of the YES.&lt;/p&gt;
&lt;p&gt;The Strategy aims to connect young people with the right skills and qualifications needed to secure jobs within key industries across the region.&lt;/p&gt;
&lt;p&gt;Nine actions have been identified within the Strategy that focus on connecting employers' needs with job outcomes for young people.&lt;/p&gt;
&lt;p&gt;Coordination of this Program is now being undertaken by the &lt;a href=&quot;https://www.nswbusinesschamber.com.au/About/Our-Locations/Illawarra-Region&quot; target=&quot;_blank&quot;&gt;Illawarra Business Chamber&lt;/a&gt; through funding from the NSW Government.&lt;/p&gt;</description>

			<title>Updated: IPJO Becomes ISJO</title>

			<description>&lt;p&gt;IPJO met for its third Business Meeting of the year on 21st July 2017 at Wollongong City Council. The Chairman noted that this constituted the last meeting before the September Local Government elections, and wished all present the very best in future endeavors.  He thanked the Board for their help in creating an environment of collaboration and goodwill in IPJO. It was determined that the name of the organisation would be changed to Illawarra Shoalhaven Joint Organisation (ISJO) of Councils.&lt;/p&gt;
&lt;p&gt;Constitutional amendments have now been made and the branding subtly changed to reflect the move away from the use of “pilot”.&lt;/p&gt;</description>

&lt;p&gt;Joint Organisations (JOs) provide a new way for local councils and the NSW Government to work together to deliver things that matter the most to regional communities.  They represent a commitment to collaborate in the long term to develop and support a shared vision for the region.&lt;/p&gt;
&lt;p style=&quot;text-align: center;&quot;&gt;The ISJO’s vision for the Illawarra is:&lt;/p&gt;
&lt;h4 style=&quot;text-align: center;&quot;&gt;A confident, vibrant and productive region that maximises its potential and looks after its people and environment.&lt;/h4&gt;
&lt;p style=&quot;text-align: center;&quot;&gt;The ISJO will:&lt;/p&gt;
&lt;h4 style=&quot;text-align: center;&quot;&gt;Lead, advocate and collaborate to maximise the region’s potential and serve the interests of regional communities.&lt;/h4&gt;
&lt;p&gt;The NSW Government announced in November 2017 that JOs will be enabled and come in effect on 1 July 2018. This follows a sucessful trial of five 'Pilot JOs' throughout NSW including Wollongong, Shellharbour, Kiama and Shoalhaven Councils.&lt;/p&gt;
&lt;p&gt;Continuing to deliver core functions of the ISJO in regional strategic planning, inter-governmental collaboration and regional leadership and advocacy.  The ISJO has also included optional functions of creating or enhancing regional strategic capacity and undertaking some regional service delivery.&lt;/p&gt;
&lt;p&gt;The support from Board representatives and delegates, all member councils and government agencies will make the transition to a separate entity seamless.&lt;/p&gt;
&lt;hr/&gt;&lt;p&gt;The Municipality of Kiama, Shellharbour, Shoalhaven and Wollongong City Councils are members of the ISJO. The Illawarra Pilot JO (IPJO) was one of the five pilot regions which tested and refined the JO model. The core functions of the ISJO are regional strategic planning, inter-governmental collaboration and regional leadership and advocacy.  The ISJO has also included optional functions of creating or enhancing regional strategic capacity and undertaking some regional service delivery.&lt;/p&gt;
&lt;p&gt;The ISJO has prepared a succinct Statement of Regional Priorities and adopted a Charter. Changes were made to the Southern Councils Group Constitution to reflect the Charter principles and the adopted version of these documents can be viewed below. The current Chairman of ISJO is Councillor Gordon Bradbery AM from Wollongong City Council. It is agreed that the JOs will not impose significant red tape or cost, and will not be a fourth tier of government.&lt;/p&gt;
&lt;h2&gt;history of IPJO&lt;/h2&gt;
&lt;p&gt;The IPJO came into effect as the replacement organisation for Southern Council Group on 1st July 2015, in a seamless transition from the Southern Councils Group, which held its final meeting on 5th June 2015.&lt;/p&gt;
&lt;p&gt;The Southern Councils Group was originally developed from the Illawarra Region of Councils (IROC) which evolved in 1985 and operated until 2004. An even earlier grouping of Councils, the Illawarra Regional Organisation (Region 11), commenced in 1975 and operated until 1979.&lt;/p&gt;
&lt;p&gt;All these organisations had a common theme, that of a voluntary association of Local Government Authorities that work together, to promote and foster the sustainable development of the  regional area, by building on the unique and diverse economic, natural and cultural heritage through member council cooperation.&lt;/p&gt;</description>
